Generation rules
- Union country memberships from zone.tab and zone1970.tab after resolving backward Link chains; expose that union under canonical names and known aliases. No city, IP-specific timezone, UTC-offset, or current-location inference.
- Include a CLDR language with any non-empty officialStatus or populationPercent >= 20; replace underscores with hyphens, canonicalize using Intl.getCanonicalLocales, then take the lowercase base language before - or _. Exclude und/mul/zxx and invalid tags. Regional official languages are intentionally included.
- Missing timezone or territory keys mean unknown; absent language populations produce an empty array. Unassigned timezones and UTC/GMT are not assigned a guessed country.
- Source CLDR script/region variants are collapsed only to their canonical base language. No inferred macrolanguage equivalence is added.
- Aliases of a shared canonical timezone inherit its entire country union; this is intentionally permissive.
- Data is a pinned snapshot, not a live database. Update and review sources when requirements change.
